Yes, it can be, if you leave it on for much longer than, say, an hour. It can also cause swelling of the penis, which can take a few hours to decrease. It can also lead to bleeding in certain areas of your penis if too tight. If you're going to use a cock ring, don't keep it on for more than about 45 mins. And if you need/want something to boost your erection then, yes - Viagra is the all-round better option.
