I some how don't think in the beginning there was a verification system. Probably as time progressed and more timewasters joined the verification system was introduced to help identify those that turned up for meets.

I would have thought that the system would allow unverified members to hand out a verification for someone else (also a site member obviously), so as to prevent that kind of stalemate happening.
