What time of evening/night

I'm sure there isn't a single correct answer to this but what time of evening/night is generally the busiest for outside encounters....dogging and voyuerism etc?

I (we) want to add a risk of being caught by like minded individuals, this is going to be spontaneous so not looking for I'll be here at this time etc but would like to increase the chance by doing it at busier times if such a thing exists
