This may sound really silly but here goes....Is it safe to put a bullet sex toy in a plastic bag wrapped around and use it on the penis after the lady has used it on herself

Safe in what respect? I guess that unless you had broken skin the risk of stis would be lowish but herpes etc would be a consideration. As far as anything else like damage to your penis from the vibrator is concerned I would think the risk is negligible.

In seriousness though op if for whatever reason you have need to do this maybe grab some condoms for the vibrator.

Most bullets are made from body safe materials (silicone or ABS plastic). Just give it a clean with a quick spray of sex toy cleaner.

was in the heat of the moment kind of thing so having the plastic bag as a barrier so it didn't touch directly....would I be at risk of anything ...

If you're concerned go to the gum clinic as soon as possible and don't have sexual contact with anyone else until you have the results. No sexual contact is without risk but what you describe is probably less risky than some activities.

Rang a std hotline and they said as it was in a bag that was a barrier between the bullet having direct touch with penis...more riskier things like you over thinking I am I guess

You could try a pair of old socks the fabric would create some friction and then you could slip your hand inside the sock and pretend your someone else
