Ever heard of fantasies? If she wanted it, she would have sorted it out by now. It is probably flirtation - as you say she loves attention though this doesn't mean she will sleep with multiple men.

We made the plunge last week for a more arranged affair, and did it through finding someone suitable for us both, and then starting a 3 way convo on WhatsApp. I found that worked quite well, even if the guy turned out to be a bit of a twat.

Other option is when you are talking about it, pull out fab, get her to look at some 'suitable' profiles and get someone over - that was our very first time.
