Hepatitas B : Can be caught when wearing a condom

Chlamydia : Can be caught through oral sex

thrush : Not an STI but a yeast infection that can be aggrevated by semen

There is no such thing as safe sex all instances of sex have risks.

Condoms allow safer forms of sex but only if put on correctly and used correctly that includes being aware of what lubrication to use (if any) when using a condom.

Personally, I would not take the risk of any unprotected sex in this way. My health is my responsibility, and I would not wish on anyone anything that would compromise myself and partner(s) health.

Monogamous relationship with clean bill of health for both parties is a different matter. I had that with my ex.
