Have you tried browsing profiles?

Only about 1% of the site use the forums and I'd guess the percentage of 18-21 year olds that do is a tiny fraction of that 1%.

Maybe try the introductions, meet requests and parties or the meet today section and make sure your profile filters are set. Makes it a lot easier for people to find you.
