I would say that not everyone that is of a larger build has always been that way, so where you have a WE guy he might have just gained a few extra pounds.

Surely cock size is more or less genetic, while obesity is more or less a function of the offset of food and exercise.

Therefore while there will be grey areas, the cliché can't be universally accurate enough to be a valid assumption?

My cock has got shorter as my weight has increased as the fat around the base of it buried some of it. I would have another 1 to 2 inches if I lost all that. But from what Ive been told no matter how much weight you lose you cant get rid of that fat without liposuction.
