You can use an iPad in the chat rooms as is for text only.

If you want to view cams you need to download Puffin from the App Store.

There is no current solution for using your own cam.

Btw IMO using puffin in the chat rooms is shit. Stick to a laptop

When it comes time for a iPad upgrade (my ipad1 is struggling at the moment on certains apps or sites) I am just going to pay a bit more and get a MacBook air
