Blurring out faces

I'm helping a friend put up a video but he wants the faces blurred out, any good app for this? I've been looking around and had no luck

I use the PowerDirector app on my Android phone if I want to do this on the go, mainly as I have the app for doing other bits of mobile video editing. Whilst it gives a lot more control than some other apps it is also more involved getting it to work than dedicated apps.

for every app that blurs therte's one that unblurs...

best thing to do is us an app to blur then screenshot the image after as that then makes it a hard copy that cant be unblurred or photo the image after using app ...
