Does anyone know what it means when you are unable to view a webcam that other's can? Am I being stupid or am I right in thinking it means that person has blocked you from seeing their cam?

you can only block somebody from viewing your cam if you block the profile.

If the person or people you are trying to view has not blocked your profile something else is going on in relation to not being able to view their cam.

I get no remote video available, on cams that are clearly showing from the chat

Any update on this as I am not blocked yet I can't view someone who is on cam now? Is it a mobile issue??

Sometimes this can be that the person has left the room before you were able to open their cam. Anyone already viewing when they did will still be able to view.

Otherwise I have no idea

Just had another thought OP. I see you are a paid subscriber. Do you ever enter full rooms and notice it then? People can set their cams so it won't show to those entering full rooms. I have this setting on.
