For blurring you want tools - tilt shift. You can then choose from a band or a radial. Use the invert button to change between blurring outside or inside the selection (which you can resize and configure the amount of blur) | |||

"If you want to get really creative "Gimp" photo editing software can be downloaded for free to PC. Lots of tutorials for it on YouTube. Great for blurring out backgrounds if you'd rather they weren't recognised, adding depth to the photo etc " Definitely another vote here for GIMP. It’s a massively powerful and free programme just as good as photoshop. I use it for work mainly but you can do so much with it. | |||
