No it still refers to where I live because it won't let me put costa teguise as my location

The ‘See who’s Near’ button near the top left works for us where ever we are in the world. You may need to allow your browser access to your location.

To be fair to the OP, I’m at my wits end with people messaging from Lanzarote, Tenerife, Portugal, Croatia (yes really) as I’m showing up as 5 miles from them. To the point I actually put it into the body of my profile. I’m also finding that even in the centre of Benidorm that not many people are showing up as nearby so I suspect the “who’s near” function might be a bit screwed over here

It's because it maybe blocked in your location settings
