Not taking advantage of the ISIS terrorist actions in Turkey, Tunisia and Egypt then

No Spain isn't raising it's prices. Individual tour operators like Thomas Cook are using the increased popularity of Spain - due to terrorist activity in other countries - to raise prices. It's just them trying to cash in on things.

Avoid tour operators like Thomas Cook......try to book directly to the hotels or rent private villas.....and flight tickets.....
