ATM charges for cash?

Wasn't expecting a transaction charge using my Starling card. Is this ALL ATMs or just the ones in the cc's ?

The card converts into euros, most atms do charge a fee.the card we use does seem to change from different banks we use ing bank their fees do change from different banks and free when you take out over a certain amount of money maybe worth checking with card company it may be free over an amount
