When asked how this would be enforced, the answer was that people of the UK generally followed the rules last time. I took this to mean that if they kept an eye on Dominic Cummings the usual suspects would be taken care of...

It's also on interest to those not breaking the rules because they are travelling for reasons allowable. There is very little information for those legitimately travelling as to what is required to prove the nature of their travel or even if they will be challenged on it.

Travellers are unable to refer to exact wording of the legislation because these "rules" haven’t been passed into legislation. As such what constitutes business and what constitutes holiday is open to subjective interpretation.
