I know you can through tunnel didn't know if any ferry companies allowed you to take them

Came up from Santander a few months ago and there were loads of dogs on board. They are put in a dedicated area on one of the upper decks. To be fair, if you're not a dog person then maybe avoid using the lift when the ferry is docking. We took the lift and when it stopped at the dog level we were inundated with yappers and their owners! Not a problem for Mrs Korky and I but some may prefer to use the stairs!!
