Yes unless you are already friends /know each other.its at the very least good manners and helps ovoid unwanted attention for/from other users

Gets on my tits when people do this unless it's a friend so I tend to have randoms blocked from pms in chat.

I thought that’s what the poke was for?Post a direct question for someone in main chat (ie Pm chat request) poke them so it’s not lost in the sea of shite, and if they want to they can reply.

For me I’ve always asked and preferred to be asked before chatting with folk even those I know cause it can really be annoying the pop up boxes and trying to maintain conversations in the group chat at once

I'm too dolly to keep the chats open and the main chat too despite Mr showing me countless times!

I always ask before PM'ing (even friends), as its only polite and you don't know what the other person is up to.

They might be too busy with other PMs to pay attention to yours.
