Updating pictures....and what counts as a new pic?

Hi all.

Question about where and when your pics show in the 'new' section.

If I have say 5 public pics and 10 private, when I change a private to a public, does this show as new?

Or are new pics only included/counted when they are uploaded at first as public?

Any knowledge or advice welcomed.

It's only a new pic when it's first uploaded I believe.
