It's something you'd have to hear to know the context as nuance is everything and the phrase can be used in both an affectionate and derogatory way. The rule in the workplace (as far as I'm aware) is if the person being spoken to is offended then yes, what's being said IS offensive regardless of the person saying its intention. | |||
