When is it the right time to suggest speaking on the phone , prior to arranging meeting ?

There's no right or wrong time to "suggest" it..

If someone suggests it to me, I will tell them that I won't give out my number to anyone I haven't already met...

The ones who "insist" on it I just stop contact with.

Everyone will have different ways of doing things...
