How do you report somebody to admin ?

Depends what it's for.

Either Report User button on a profile

Or

Report line if its a Forum post.

What if the said persons have blocked you which means you cannot see their profile ?

Don't really know dude. I don't tend to report but you could try the FAQs or CONTACT line at bottom of pages.

Find a post they've made, if any, on the forum and use the report button on that post and explain your issues in the box that comes up.

even if the profile is hidden u can still browse for their name and when u find the profile even although hidden has a menu on the left , hit report there . admin do review all reports made to them.
