With or without an agreement, Johnson must return to Parliament after Oct 17. Without an agreement, he must request an extension. The EU can say yes or no. If it is No, the options open to Parliament are: * Approve the existing agreement and leave on Oct 31 * Reject the existing agreement and leave on October 31 * Revoke Article 50 before October 31 One point I would make is the Council of Ministers seem determined to ensure a No Deal exit is something the UK chooses, and not something the EU imposes. They do not want the blame for the consequences. | |||

There is then some business on Northern Ireland that needs sorting, then it's entirely feasible that Boris Johnson could prorogue Parliament again until after October 31st. "The EU have already voted and will offer us an extension when requested. However Boris Johnson is still going up a blind alley with his red lines utterances. Parliamentary numbers aren't with him, the Opposition parties now control the agenda and can make him squirm, and so now can EU leaders. " The EU parliament did indeed vote on this yesterday, however, it only takes one member state to veto the request, and suggestions are that there are currently two that are considering doing so | |||
