I fear you are right, even if they let someone start a business with very minimal rent and very minimal rates or no rates they'd still then charge £1,000 a minute to park nearby.. down to the councils again. | |||

High streets died when councils saw high street shopping as a milk cow, business rates soared. Next came Out Of Town shopping malls . .
