Gordon Brown in 2005 announced they would legislate for the ONS and the statistics it produced to be independent of government. To some extent. The definition is consistent over time and over borders. It's reasonably consistent but you have to look into the detail of how it's calculated to see how it can become misleading, even if by accident. Zero hours contracts weren't really a thing when these definitions were created. | |||
