Yeah it's hard to know but it wasnt too long ago they were firing into the sea of Japan and talking about inter-continental range.

What has changed?

Donny needs a win before its Muller time? Or someones pointed out to him that turning NK, and parts of the US into nuclear no go zones will not win the midterms...

more than likely he has done a deal with the chinese for more food & medical aid in return for backing off with the missiles especialy with the coseying up to trump the recent secret meeting with the head of the cia will have focused minds in bejing

He's probably playing with the world - he likes the attention and power. He can see what the offers are that will be made to him, as well as enjoy snubbing the big orange one. He's only in it for himself, so perhaps the right offer could enable him to change his course ... but it would likely have to be an offer that no-one would make.
