who the hell is in charge of the money is it the Scottish government or is it the UK treasury ?

Now you must know Scotland get a budget from the money send from the UK treasury and the Scottish government can only use that money to decide where it will get spent

So...If it's not part of Holyrood's spending, it it a share of the debt Westminster has racked up and is nothing actually to with any Scotland or Scotland since it's out of their control?
