According to news reports France and Netherlands are doing a much better job of looking after their citizens in the Caribbean post-Irma - should we be doing more for ours?

Isn't that because they have permanent bases in the region, which we don't have, which means they have been able to pre-position supplies there?

France and the Netherlands have garrisons on their territory.

We placed RNA Mounts Bay in the area, complete with marines, medical and relief supplies.

HMS Ocean left Gibraltar today, with 700 specialist troops and supplies to provide long term relief, flights have been leaving the UK on a daily basis with troops and supplies.

Is the question being asked of the holiday companies of what they are doing to bring their customers back?

I think so, but also has been mentioned that they have full representation in their parliaments whilst the British Overseas Territories do not.
