Never happen? Well it just has at Basildon Council, where Labour has joined forces with UKIP to run the council.

Tories and labour tried to run Aberdeen Council to block the SNP 'till the Labour party suspended the councillors.

Tried the same thing in Edinburgh and were again threatened with suspension.

Same might happen with this council.
