I don't know, I read the online version plus other news outlets to get a balanced view. The Independent didn't publish until 11.46.

I think it's a combination of policy changes implemented by Tories and Labour. Student visas went down because Tories said that they can't bring in dependants. Labour outright cancelled care worker visas, which was the most abused category.

If Labour manages to pass Shabana Mahmood's proposed reforms, it should bring down the numbers drastically. It's yet to be seen if the Labour backbenchers will allow it.

Having said that, it reduces the legal immigration numbers. But not sure if it will have any effect on illegal immigration.
