Apple has announced that it intends to invest $500 billion in US manufacturing facilities over the next four years, and create 20,000 jobs, building a new factory in Texas, and a training academy in Michigan.

Is this a sign that Trump’s tariff plan is working?

In terms of bringing industry back home, maybe - but 20,000 jobs isn't much return on $500 billion.
