See it most days, idiots on them, on the pavements or racing across parks.

Now Birmingham council are on about banning them from the city centre due to the risk of potentially accidents, especially with those on deliveroo/just eat ect. Are they insured? Hire and reward?

I have seen 2 types of these bikes, the E-Bikes that are built within the guidelines of the law, and E-Bikes that are capable of 50+ mph, they look nothing like a push bike, are usually owned by young men dressed head to toe in black and wearing balaclavas as the wheelie down a busy A road.

"Ban them FULL STOP."
one is a bicycle one is a motorbike and rules apply to both, the problem is they have no chance of implementing them, as you wont catch them on foot nor car

Ban all the cars from cities and town centres. Average occupancy is 1.6. So no need for five seat vehicles.

Push bikes and licensed e bikes, scooters and mopeds. Better for the environment too.

It's the favoured mode of transport fused by the drug dealers locally.

Never seen a copper take the slightest bit of interest even when they whizz down the pavement at stupid speeds.

plenty of people cherry pick from the highway code when they want and ignore what they don't agree with, why would anyone think bans and regulations will make one iota of difference?

Am I missing something? There are already robust and clear rules.

The trouble is that the rules are not enforced at all. Police are too concerned about injuring the scrotes riding illegally to try and stop them.

Chase them, stop them by any means including knocking them off the machine, prosecute the rider if they survive and scrap the machine. Zero tolerance would deal with the problem quickly.

To me all modes of transport need to have some form of registration and have a plate. And need at leat 3rd party Insurance. How this is policed is going to be the problem. But ANPR would help.
