Russia-China ties are a “stabilizing” force for the world, Russian President Vladimir Putin told his counterpart Xi Jinping during his state visit.

I think Putin was saying they were stabilizing for the 'whole' world, not just 'their' part of it.

From a societal perspective they have increased their reach, however they seem to be destabilising at a far quicker rate now than before.

From their perspective their world is becoming more stable as their targets are becoming less so through their interference

A few news outlets are reporting his visit 'as a cap-in-hand, give me help with supporting the war in Ukraine' If you take this view then it's hardly a meeting of equals and China knows that.
