Favouritism at its worst. With a side-helping of corruption and occasional cronyism.

However if we really want to stamp out this behaviour, and not just at the ballot box, we need to as humans to practice what we preach at a lower level too.

Ditch nepotism and favouritism within our own circles, be it friends or business associates.

No special favours, no freebies, no "little considerations". No "you scratch my back and I'll scratch yours."

None of it. It's repugnant and encourages turpitude.

If we can make that sort of behaviour socially unacceptable, it will filter upwards.

There is something to be said for your post so agree in principle. The Greek’s national pastime was avoiding tax. The result was the country went bust and had to be bailed out by Germany.

There is however a more sinister angle to the U.K. The rich have far too much influence. Whether it’s controlling most of the media or funding the so called economic think tanks secretly hiding behind dodgy offshore trusts whilst their influence seeps through our society.

The fact that they can secrete hundreds of billions away from the wealth of the U.K. unhindered over the last few decades shows how our society is now under their control.

The above post exposes how people have been mislead into thinking it’s all good, when in fact the nation is getting in ever deeper debt while the billionaires get ever richer and take their cash away from these shores.

Brexit enables yet more control of our society by the rich. We are no longer under the protection of the EU hard won rights system or even the hard won U.K. employment rights.

Laws to stop strikes and to sue unions. Laws enabling the introduction of lower employment rights. How are they progressive? We are now back as the sick man of Europe. Forty years of progress and back where we stared in the space of six years.

In conclusion , until we break the plutocracy of the U.K. it’s only going to get worse for most people.

. Anyone could help. Using logic and common sense most if not all companies in this line of businness would naturally support the Conservatives . By deduction any rational person would expect those supplying PPE to support the party . Regardless of whom you support you still have to abide by all the commercial guidelines.

Yes it is the first role of government to keep their citizens safe. So why in 2016 did the same government not replenish the PPE stocks when they were warned by a review that the stocks were grossly insufficient? The price would have been very much cheaper.

Also the only reason information of all the shady deals is being release is due to pressure in the courts from the Good Law Project . Boris and Co. have been trying to hide their disgraceful behaviour since the pandemic began.

Why does the Good Law Project need to act if we have transparency rules in place for all governments when it comes to procurement?

Something to hide perhaps ? It appears so.

But... replenishing PPE stocks wasn't just as simple as you make it sound. These products do have expiry dates (sterility).

Great point on expiry dates, that is a point often over looked, and it wasn’t only the UK that caught out with PPE stock. The competition for available stock was world wide and with it cost increases, and I would suggest at the time it was encouraging to see our government do what was needed to ensure the NH`s and UK population get the PPE.

If bad deals or underhand deals occurred those responsible will be discovered and punished accordingly, which I think this thread is highlighting.

There will be a cost for maintaining stocks to cover an emergency but it can be mitigated by active management into normal everyday use and use elsewhere in the world.

It's not a complicated discussion and certainly not when you compare the risk vs reward. The fact that as a country we are unable to deal with this is another discussion.

If you stop for a second and take the time to understand. 'The UK were advised to 'stockpile' PPE. By definitin a stockpile would not be used to maintain regular stocks.

Stockpiling would therefore have issues with expiration.

A stockpile can be actively managed with the total stock level maintained. It does not have to be static. It is still a stockpile.

That is how a warehouse in a distribution centre works.

Were only Conservative party members and donors able to help in in exchange for taxpayer money this time of national crisis?. Anyone could help. Using logic and common sense most if not all companies in this line of businness would naturally support the Conservatives . By deduction any rational person would expect those supplying PPE to support the party . Regardless of whom you support you still have to abide by all the commercial guidelines. "

There are countless stories of British companies with EXACTLY the right experience and expertise who were not granted contracts while spurious businesses (some only registered in the days before applying, many registered in tax havens, all recommended via the VIP lane by Tory peers and MPs) won multi £million contracts. Some of those are now turning out to have been fraudulent.

Great point on expiry dates, that is a point often over looked, and it wasn’t only the UK that caught out with PPE stock. The competition for available stock was world wide and with it cost increases, and I would suggest at the time it was encouraging to see our government do what was needed to ensure the NH`s and UK population get the PPE.

If bad deals or underhand deals occurred those responsible will be discovered and punished accordingly, which I think this thread is highlighting.

British registered companies that specialised in PPE were overlooked in favour of these spurious companies with no expertise or track record because the former were not introduced via the VIP lane latter were! Companies introduced via the VIP lane had a 1 in 10 chance of successful award. Everyone else a 1 in 100 chance.

Was the PPE being managed on demand and distributed accordingly? That approach was in place for more or less everything else logistically and it caught out every other sector.

The take away here is those that played the system are being exposed, which is good, however the real story will be what is done with those that are being exposed.

AND if we are going down this path. Operation Cygnus in 2016 (for anyone who doesn’t know it was a “wargame” scenario undertaken by DoH (as was) to see how the UK could handle a pandemic. We pretty much failed on every metric. However, the Government decided to ignore ALL the recommendations anyway.

One of the recommendations was about establishing supply contracts for PPE that could be invoked in an emergency to quickly scale up production and stocks. Ignored.

No. An actively managed stockpile is not the same as just in time delivery.

The stockpile is intended to maintain a certain (relatively high) stock scaled for an emergency.

Just in time deliveries, which is how most commercial enterprises work, are trying to maintain minimum (or zero) stock to minimise cost.

Your last point is very much correct although the Government has to be dragged kicking and screaming to start these investigations.

Correct re stockpile but flow through FIFO warehousing would have given a level of throughput to greatly mitigate use by dates. It was incompetence by lazy government.

Just a thought but Arco who are one of the largest suppliers of workwear and ppe in the country were not invited to tender for this fast track which to my mind is complete lunacy - given all the experience and contacts they have in manufacturing and supply they would have been far more likely to produce goods that were suitable for use and probably at a fairer price than Baroness Mone. It’s corruption not due to circumstances or incompetence….grifters every last one of them!

Whilst it would appear there may have been some elements of favouritism with the use of the VIP lane (and that needs much more detailed investigation and scrutiny for evidence of wrongdoing), never attribute to malice what good old incompetence can explain.

ARCO were indeed well placed to provide PPE and in fact they did.

From their own words, ARCO have said, "In the end, we dealt directly with over 290 NHS Trusts to supply urgently needed PPE and other protective equipment, as the central supply chains were oversubscribed with products not suitable for the job.”

ARCO then go on to say, "Sourcing, allocation and fulfilment of PPE at a time of severe global shortages and exceptional demand represent a significant challenge for any Government. During the peak of the crisis there were too many reports of hospital and care workers left with insufficient masks, gloves and gowns – and often without any equipment at all. At the same time, suppliers holding stocks were unable to get an indication from the Government of where their PPE was most needed, and then non-compliant stock had to be identified, isolated and replaced - often by ourselves as our expertise was accessed too late".

ARCO went on to source, procure and distribute over 140 million face masks, 18 million gloves, over 50,000 coveralls and five million hygiene products to the NHS, ambulance services, other public health bodies, local authorities and critical industries.

What ARCO do not say is if they were invited to tender for the VIP Lane.

One half of me thinks they were not invited because they already had a procurement and supply contract with the government, so they did not need to apply. The other half thinks they were not invited in favour of other "suppliers" and were brought in when everything went to rat shit, to bail out the other suppliers.

It is completely pointless trying to suggest better procedures two years after the event ? We were competing in a world market and had little choice but to pay the going rate for PPE . If any company were engaging in illegal activity or failing to follow procedures they would have either the police or the audit commission investigating.

The government are to be commended for taking steps to save so many lives. Currently 170 companies are being investigated and so doubt they will pay a high price if they have abused the system.

Lots of people criticising the government after the event. That is pointless. You can only make decisions based on information available at a specific point in time.

The self righteous Good Law society have lost most cases to date .

Yes it is the first role of government to keep their citizens safe. So why in 2016 did the same government not replenish the PPE stocks when they were warned by a review that the stocks were grossly insufficient? The price would have been very much cheaper.

Also the only reason information of all the shady deals is being release is due to pressure in the courts from the Good Law Project . Boris and Co. have been trying to hide their disgraceful behaviour since the pandemic began.

Why does the Good Law Project need to act if we have transparency rules in place for all governments when it comes to procurement?

Something to hide perhaps ? It appears so.

I'm not here to argue about the GLP because I truly believe they do good work.

But... replenishing PPE stocks wasn't just as simple as you make it sound. These products do have expiry dates (sterility).

The Government chose not to maintain stocks before the crisis arose.

It is not new information that they need to be replenished. They cycle through to normal use in a well maintained process.

By definition a stockpile will not cycle through to normal use.

You're correct though, it's not new information. But I'm almost certain that the same people who like to point out the government fucked up are the same people who moan about money being wasted.

Remember everyone complaining about PPE being out of date?

Is that what manufacturing companies do? Stockpile or maintain stock as a cushion?

There will be a cost for maintaining stocks to cover an emergency but it can be mitigated by active management into normal everyday use and use elsewhere in the world.

It's not a complicated discussion and certainly not when you compare the risk vs reward. The fact that as a country we are unable to deal with this is another discussion.

If you stop for a second and take the time to understand. 'The UK were advised to 'stockpile' PPE. By definitin a stockpile would not be used to maintain regular stocks.

Stockpiling would therefore have issues with expiration.

Do I need to say it again,? I'm not arguing that the UK government didn't fuck up, they did, MASSIVELY.

A stockpile can be actively managed with the total stock level maintained. It does not have to be static. It is still a stockpile.

That is how a warehouse in a distribution centre works.

AND if we are going down this path. Operation Cygnus in 2016 (for anyone who doesn’t know it was a “wargame” scenario undertaken by DoH (as was) to see how the UK could handle a pandemic. We pretty much failed on every metric. However, the Government decided to ignore ALL the recommendations anyway.

One of the recommendations was about establishing supply contracts for PPE that could be invoked in an emergency to quickly scale up production and stocks. Ignored."

I'd love to know what other scenarios have been run.

And for the interest of balance, the cost of taking precautionary action against all once in a life time issues.

The question for me is what was the decision making in deciding to not take the actions.

I suspect there was a school of though that said we had conquorrf pandemics. And that the fact we hadn't had one for 100 years was evidence of that.

We may scoff now and say that made it more inevitable.

But does that mean we are more likely to go to war with Germany today than in the 80s?

(From where I am, there as a power law in decisions. An option with suppliers should be a cheap option with big payoff. Stock piling probably would have a higher over head that was less justifiable at the time)

The competition for available stock was world wide and with it cost increases, and I would suggest at the time it was encouraging to see our government do what was needed to ensure the NH`s and UK population get the PPE.

If bad deals or underhand deals occurred those responsible will be discovered and punished accordingly, which I think this thread is highlighting.

There was an interview with their CEO in which he claimed that they were not asked to participate in the vip fast track lane which he could not understand given their position in the market.

If they were not invited to participate because of political ideology that’s one thing but I am afraid it smacks of jobs for the governments mates as amply demonstrated by Matt Hancocks pub landlord getting the contract to supply test tubes especially when all the suppliers involved were either friends of ministers or donors to the Tory party and that’s before you begin talking about the kickbacks to people like Liam fox. It is corruption.

ARCO were indeed well placed to provide PPE and in fact they did.

From their own words, ARCO have said, "In the end, we dealt directly with over 290 NHS Trusts to supply urgently needed PPE and other protective equipment, as the central supply chains were oversubscribed with products not suitable for the job.”

ARCO then go on to say, "Sourcing, allocation and fulfilment of PPE at a time of severe global shortages and exceptional demand represent a significant challenge for any Government. During the peak of the crisis there were too many reports of hospital and care workers left with insufficient masks, gloves and gowns – and often without any equipment at all. At the same time, suppliers holding stocks were unable to get an indication from the Government of where their PPE was most needed, and then non-compliant stock had to be identified, isolated and replaced - often by ourselves as our expertise was accessed too late".

ARCO went on to source, procure and distribute over 140 million face masks, 18 million gloves, over 50,000 coveralls and five million hygiene products to the NHS, ambulance services, other public health bodies, local authorities and critical industries.

What ARCO do not say is if they were invited to tender for the VIP Lane.

One half of me thinks they were not invited because they already had a procurement and supply contract with the government, so they did not need to apply. The other half thinks they were not invited in favour of other "suppliers" and were brought in when everything went to rat shit, to bail out the other suppliers.

I will try and find out more."

Pretty sure it’s the latter given the generally low standard of ministerial competence and ideological inability to take on board the lessons of Operation Cygnus or accepting that some civil servants actually know what they are talking about

I hope you are wrong, I mentioned in another post that the real story here will be how those that have been identified as making decisions for cash or favour are punished.

It will not surprise me if a scapegoat is thrown under the bus for publicity purposes, however I don't think that is going to cut it this time.

Slightly off topic, I would also like to see independent scrutiny of the HS2 bidding and contract awards. My gut feel is strong on that one.....

I don’t see that as the real story actually. First of all you are right, there will be a scapegoat(s) and I think Baroness Mone is one of those. Apparently she threatened Hancock and Gove with “blowing the lid on all this” if Barrowman’s company didn’t get the contract. I think her card was marked for that.

Secondly, many others will get off scot free. The depth and level of corruption will likely never be known as there has been a massive coverup job.

Third, IMO the “real story” is that the Civil Service, including the Cabinet Office and Crown Commercial Service strongly advised against the “VIP lane” approach and in fact devised an alternative, compliant (with fast track but still appropriate due diligence) approach that was rejected/dismissed by Ministers/Johnson. The ONLY reason to reject the proposed approach was the enrichment of self and cronies. ie corruption.

Matt Hancock assisted Ecolog International onto the ‘VIP’ lane after being contacted by Genix Healthcare – a company that has donated £156,000 to the Conservative Party. Hancock’s Department paid Ecolog £38m in 2021, after the Government decided not to proceed with previously contracted Covid work.

Conservative Peer Lord Prior introduced a company called LumiraDx to Lord Bethell. The firm was awarded Covid contracts worth over £45 million.

Lord Bethell referred a company called OptiGene Ltd after being contacted by a Cabinet Office official – OptiGene were subsequently awarded a £322m contract, leading to a 1221% increase in profits to £41m.

Another Conservative Peer, Lord Lansley, introduced a company called Accora onto the ‘VIP’ lane.

Only Conservative Party Peers, MPs and donors appear to be named as referrers – no politician from any other political party succeeded in referring suppliers onto the Covid testing VIP lane.

This was reported two years ago by Sam Bright of the ByeLinetimes.

The question we have to ask ourselves is why it’s taken so long to reach the public consciousness.

You seem to be a bit concerned that Labour might win the next GE?

I think most of us know that Boris’s ejection of as many traditional Tory MPs from the party and cabinet and his defenestration of the civil service has led to a bunch of frankly second rate cabinet ministers whose inability to run the country or cover up their own corruption does make me wonder if you feel that perhaps you are on a sticky wicket regarding the GE and so you feel that doubling down on all the old anarchic Tory nonsense instead of taking the blame for being behind these charlatans is your only option given the circumstances

What relevance is what happened in 2009 to today?

Did it even involve billions in public money being paid to friends and acquaintances for sub-standard products and services?
