So, the council tax rebate / deduction etc.....

How does this work for unpaid carers who are unable to work because of their caring commitments? Assuming that they are already on UC and don't pay any council tax due to their inability to work? Do they get £150 back from their local council, or do they simply get £150 deducted from their council tax bill of £0?
