Green Levies

I was under the impression that Green Levies at a cost of around £200 per year on our energy bill are for development of Wind, Solar and other renewable sources of power.

So, it's a little strange to hear the Scottish Government just pocketed themselves £900 Million in selling licences to offshore wind farm developers to use areas offshore then the same companies are buying the turbines and paying for installation.

1) why are we funding a market that seems capable of funding itself?

2) where is the accountability of where this money is going?

3) if 'we' as customers are investing then why are 'we' not getting reduced cost power from these schemes?

4) why do companies need to buy licences at such high cost, £900 Million is a lot of turbines, licences show be available to anyone willing to build?
