So today Ursula said if the European commission didn't adopt a joint procurement stance that it could've been the end of the EU community.

So is she saying that the bigger countries would've shafted the smaller?

Here's her quote:

"I can't even imagine if a few big players had rushed to it and the others went empty-handed.

"In economic terms it would have been nonsense and it would have been I think the end of our community."

I break it down as 'we took a joint procurement stance to stop the powerhouses pushing the smaller countries to the side'

I don't necessarily disagree. However, the world hasn't taken that stance so it's a bit of a pointless question in my opinion.
