Seeing as obesity is rife in the U.K. the government should have been addressing this more vigorously and whilst individual choice plays a part actually taxing surgery foods along with restricting unhealthy habits should be a leading government policy. So therefore yes it is by default partly his fault as he represents the government. If you put yourself up there then you have to take the blame. It comes with the job. Private Care homes receive monies from the government and I seem to remember a care home saying their income could be affected if they refused to accept the hospital discharges . The more dense a population is the more it spreads. people with underlining health problems and obese people are more likly to die.
