The Belgians? Of course not! The department of transport is their superior, who runs that? Grant Shapps, and as far as I am aware he is a member of this government! | |||

In the DVLA case, the rules are Welsh Govt, the adherence, or lack thereof is an issue within DVLA and if they have failed, then management of DVLA (including Grant Shapps) are accountable. In this case the Welsh Govt would fine them. | |||
