By using money attributed to the Covid situation which was actually spent on brexit preparations and masking downturns in the economy due to brexit.

It's very hard to tell.

Most estimates seem to suggest that the hit to the economy from Covid will equal or even surpass the hit from brexit, in 2020 anyway.

But for sure Covid is the governments wildest wet dream when it comes to distracting the public. Much more effective than blaming a few lads in a rubber dinghy trying to cross the channel as per their usual stance.
