Filters not working

I've set up a filter to only return profiles with public photos yet I'm getting profiles with no photos?

Its a naff filter, people just put a pic public, send the message then put the pic back to private

Under the Duvet

The filters don't always work. I've had mine at 98 to 99 year olds only , but I still got messages off randoms.
