I had the same problem with my Samsung. I changed my Browser from Opera to the Android one which came with the Mobile and it worked immediately.

It didn't work on my s7 edge but then used Google Chrome and it works now instead of the standard Internet.

Go to Settings -Privacy -Locations and clear location history. You should then be able to give permission to use your location.
