Webcam Samsung S4

Hi I'm a silver supporter here. I use the S4 mobile phone. Been to chat rooms many times,but can't find out how to use Webcam to be in touch with others users. Is there anyone who could help? Many thanks for your advice.

You can't, neither the phone nor the site support webcam use from any phone.

If you download puffin browser or Adobe (from their site, not the play store) then you can watch cam, but not broadcast.
