How do i turn on my location so I can use whos near me on fab

Ensure your device settings are set to permit it. Then ensure your web browser is given permission to have it. Then, within the web browser, ensure that the fab site is given permission to have it too.

If other sites on the same browser have it correctly, then you can skip to just allowing fab to have it.

On Android, I click on the icon to the left of the web address. It brings up a screen that shows which is permissions fab has, including Location.
