Keep getting the message location settings are turned off but they are not, help

If you're sure the phone settings are good, then ensure the web browser settings are set to permit location permission too, especially for Fab. Perhaps try a different browser, such as Opera, to compare. In Opera, click the icon to the left of the URL and it shows the settings for the site. It includes the permissions, including location
