Works on GPS doesn't need a phone signal. That's why organisations like mountain rescue use it because it works where you have no phone network.

It sorta works with no mobile or wifi data.....it may well not load a map, but it does give you the location. You can then click navigate and open a listed app, like tomtom/namii/waze/google-maps that you have on your phone. If not any, then you can use navigate/compass. It's worth having a fully-featured satnav app with updated offline maps !!
