Google it if you want the technical reasons but it's all to do with pressure change with altitude and is roughly equivalent to a temperature drop of 2 degree's per thousand feet.

Its cold up a mountain cos, even tho you get closer to the sun, the air is thinner and so doesnt "hold" the heat.

Its hot on the beach cos the sun (heat) gets thru the atmosphere, then hits the water and bounces up, only to be reflected back down off the underside of the "D" layer of the atmosphere at approx 30 miles up (its made up of four layers, D, E, F1 and F2, which merge at night at approx 300 miles up to form one layer).
