Just researched as this is interesting. Following a 1991 VAT review they are now classed as cakes as chocolate biscuits (not plain biscuits) were subject to vat.

Or government has ruled they are a cake. Someone needs to challenge this in court so we have a final answer once and for all

Hard on the outside and soft in the middle sounds a bit like a custard cream. Or bourbon

Just got in from work and googled dead fly biscuits. Garibaldi, that’s what they were, flat long slabs you could break a piece off with raisins in (hence dead flies), haven’t seen them in ages.
