Because there's only so many cells when you dont invest in and properly fund infrastructure and provision.

Much easier to assume they all repent and turn nice and let them out to make space for new residents.

"Why was it ever "a thing"?"

It was a thing because the prisons were meant to offer a deradicalisation process whilst these people were behind bars. Obviously with Tory cuts & subsequently criminal under funding these programmes were either not manned or not adequate. Therefore a procedure that wasnt dangerous initially became a very volatile situation by virtue of continual neglect.

Its also worth noting that almost all prisoners terms are subject to ‘early release’ (in relation to their sentencing), its not something afforded to just those in prison on terror offences.

Because you either believe in rehabilitation or you dont dont.

As for the death penalty..well this country has got a tremendous reputation in not sending innocent people to jail.
