I believe in common sense but I think it's more about the blame game. Following rules, standards and regulations keeps everything above board and the chance for being blamed and facing legal action to a minimum.

the company you work for maybe it doesn't help the layman, me or you who naturally apply safe working methods because we dont wish to hurt ourselves

Health and safety at work has not changed since 1974 (apart from asbestos).

But the perception of getting ass fucked by a solicitor has.

Yes you are correct, this is why police and fire brigade use dynamic risk assessments and method statements, so they can use common sense as a situation changes or when the brown stuff hits the fan and everything goes a bit bananas xx

H&S where I work refuse to take any decisions and basically say "well how do you think you should work safely".

But I guarantee they see something minor they throw the book to show their authority .

It's gone mad!

Sadly common sense doesnt seem to prevail these days. Too many people need to be told how to function properly.

I've had a couple of accidents at work recently but I'm alive, didnt go in the accident book and I wont be claiming compensation.

In my line of work you dont get sick pay so anytime off is unpaid. If I'd hurt myself enough to have to have time off then obviously I would put it in the accident book, visit the doctor/hospital and expect to be paid while I was recovering.
